ASF to organize mass protest rally

ITANAGAR, Jul 14: The Central Executive Body Members of Arunachal Students Federation (ASF) in a meeting today under the chairmanship of its president Kipa Kanam has unanimously resolved to organize a “Vehicle Mass Rally” on July 19 to mount pressure on the authority for immediate arrest of the culprits involved in the brutal attack on its vice president Tagori Mize, student leader Unti Umbrey of Lower Dibang Valley and Ibom Riram of West Siang district. ASF appealed to all students, youth organizations, community based organizations, various district students’ organizations and general public of Arunachal Pradesh to cooperate and participate in the rally.

The mass protest rally will start at NERIST Gate, Nirjuli at 9 am and culminate at Home Minister’s Bungalow (No: 3) at Niti Vihar here.

 

Plan to intensify voluntary blood donation movement

ITANAGAR, Jul 14: Blood Transfusion Division under Arunachal Pradesh State AIDS Control Society reviewed the activities and achievements during World Blood Donors’ month and chalked out future strategies to intensify the voluntary blood donation movement in the state in a function organized at Naharlagun today.

Dr. N Budh, Deputy Director (BTS), Dr. P Sona, Blood Bank officer, Arunachal State Hospital, Naharlagun, Aini Taki Taloh, a regular voluntary blood donor, Ramesh Jeke, Chairman, Vivekananda Yuva Shakti and student leaders gave valuable suggestions to spread the message about the importance of voluntary blood donation.

The function was attended by the members of Vivekananda Yuva Shakti, regular blood donors, Blood Bank officers and Blood Bank staff, well wishers of voluntary blood donation and APSACS staff.

 

2nd Bote Moyong Memorial Football Tournament- 2014 begins

PASIGHAT, July 14: The 2nd Bote Moyong Memorial Football Tournament 2014 was kicked off by East Siang SP Devendra Arya today. Altogether eleven secondary and Higher Secondary schools of the district are participating in the tournament which is instituted by Govt. of Arunachal Pradesh in memory of freedom fighter Lt. Bote Moyong. It is being organized by the sports department and DFA East Siang.

Speaking on the occasion, Devendra Arya exhorted the participating teams to play with sportsman spirit and fairness and raise the standard of the game.

Denong Tamuk, Chief Councilor, PMC said that the tournament is a befitting tribute to Lt. Bote Moyong who was not only a freedom fighter but a great social worker also. He informed that the Govt. has reserved sports quota in the Govt. services for successful sportspersons. Tamuk wanted all the players to take the games and sports seriously and dedicatedly.

Earlier, Nada Apa, DSO cum Organizing Secretary while welcoming all informed that this year the prize money has been raised to encourage more talents sportspersons to participate in game and sports.

The inaugural match was played between Hr. Secondary School Borguli and Yagrung Secondary School. The Borguli Hr. Sec. School team won the match by 4- 0. DIPRO

 

APETA demands solution to Mathew Dabi case within 15 days

ITANAGAR, July 14: More than three months have passed with no breakthrough in the late Mathew Dabi case who lost his life while performing election duty. Frustrated with no outcome, the Arunachal Pradesh Elementary Teachers Association (APETA) has now decided to take the matter to the CBI if the case is not solved within 15 days.

In its letter submitted to the Governor seeking his intervention in expediting the case, it further declared that no teacher will be allowed to be deputed for election duty in near future.

 

In-service teachers training

ITANAGAR, July 14: Block-level refresher in-service teachers training programmes were conducted at various educational blocks of Kurung Kumey district by the District Project Officer, SSA District Mission. Many teachers who participated in it were encouraged to be self equipped in teaching and learning.

For Damin and Parsi-Parlo Block, the training was conducted at Govt. Secondary School, Parsi-Parlo on July 10 and 11. Attending the programme, Block Education Officer (BEO) advised the participating teachers to discharge their duties sincerely and with full dedication. He further urged the teachers to maintain teacher-student relationship.

 

Discontinuation of APST bus service resented

ITANAGAR, July 14: Claiming that the newly introduced bus service to Pakke Kessang via Sagalee has been stopped for some days now, the Pakke Valley Youth Welfare Association (PVYWA) has called on the state transport department to continue the bus service as soon as possible.

In its complaint letter to the general manager, APSTS, it said that people are facing lots of problem due to the sudden discontinuation of the bus service.

 

AAPLU seeks re-appointment of terminated forest casual labourers

ITANAGAR, July 14: The All Arunachal Pradesh Labour Union Capital Complex Unit (AAPLU) has demanded immediate re-appointment of all terminated casual labourers under Forest Corporation Ltd.

In its memorandum submitted to the chief minister, it said, what of the 29 casual employees of the forest corporation who were terminated?

The welfare Govt of Arunachal Pradesh should revive the AP Forest Corporation by providing the necessary fund to the corporation within 1 month, it said and warned of launching dharna outside Chief Minister’s office.

It also demanded immediate release of DA w.e.f Jan ‘2014 to June ‘2014 saying that the GoI announced 10 percent DA has not been released by GoAP yet.

 

WWS felicitates meritorious students

ITANAGAR, July 14: The Welly Welfare Society (WWS) has felicitated meritorious students, namely,  Tage Welly Class X (9.6 CGPA),  Tania Welly Class X ( 8.4 CGPA), Hemani Welly Class XII (Sc) 70.6%, and Ameen Welly Class XII (arts) at a function held in a City Hotel at Itanagar yesterday.

Speaking on the occasion, WWS president K K Welly congratulated all the students who excelled and  disclosed that from the next year onwards more prizes like laptops will be distributed to meritorious students.

Senior executive members Er Bimal Welly, Er Hali Welly while giving away the certificates of merits advised the students to give top priority on study besides their co-curriculum activities. The parents and elders of the Welly family also attended the programme and congratulated the achievers.

 

Priests felicitated to mark Guru Purnima

ITANAGAR, July 14: The Vivekananda Kendra Arunjyoti here celebrated Guru Purnima by felicitating the priests of various indigenous prayer centres including Golgi Bote Donyi-Polo Gangging, Meder Nello and Kargu Gamgi, Itanagar.

At Golgi Bote Donyi-Polo Gangging, the programme began with prayer of the Gangging. Vivekananda Kendra, Itanagar nagar pramukh Tara Dajam gave a brief introduction of Vivekananda Kendra and it’s activities in the state. Prant sanghatak Rupesh Mathur highlighted the importance of Guru and encouraged everyone to work for the unification of the society. The gangging’s president Tani Jonkey also spoke about the importance of guru purnima and described how Maharsi Vedvyasa compiled the hymns in written form as the Vedas for the spiritual upliftment of mankind. He urged all to inculcate Swami Vivekananda’s message of ‘service to man is service to God’ in their lives. Jonkey later felicitated the taabe (priest) of Golgi Bote Gangging, Tanyang Taga with a citation and memento for his tireless endeavor to promote the indigenous faith and culture of the Adi society.

At Meder Nello, Itanagar, Gyati Rana, a renowned philosopher, thinker and author advised all to spread indigenous faith and culture among the masses and especially, the youths. He also lauded the efforts of Vivekananda Kendra Arunjyoti for their noble effort in promoting indigenous culture by recognizing the importance of priests and elders in the state. He felicitated the Nyibu (priest) of Meder Nello, Rubu Rika. Vivekananda Kendra, Itanagar mahanagar pramukh Kalyan Dutta was also present on the occasion. A similar programme was also conducted at Kargu Gamgi, Itanagar wherein higher and technical education joint director Dr. Tejum Padu felicitated the priest of Kargu Gamgi Boya Potom.

Every year the Vivekananda Kendra organizes such felicitation programs in order to recognize the yeoman services being rendered by various elders and priests of the society to promote their indigenous faith and culture and also to promote unity among various tribes of the state.

Rijiju urges Centre to provide telecom facilities in all Arunachal villages

ITANAGAR, Jul 14: Union Minister of State for Home Kiren Rijiju has taken up number issues related to telecommunication service in Arunachal Pradesh with Union Telecom Minister Ravi Shankar Prasad and requested him to provide basic telecommunication facilities in all villages and district headquarters where there is still no such facility.

There are still 1089 villages in Arunachal Pradesh which are yet to be covered by basic telephone service through Village Public Telephone (VPT) and 70 out of 188 sub-divisional headquarters and 2886 out of 5260 villages are yet to be covered with mobile service, Rijiju informed.

In other northeastern states, mobile service coverage is cent percent except in four sub-divisional headquarters in Nagaland and one in Manipur, he said, and requested the Telecom Minister to bring uncovered villages under mobile service coverage under Ph-VII GSM mobile expansion project on urgent basis.

Internet service in the form of Broadband, Wimax and 3G/EVDO are yet to be provided in district headquarters like Seppa, Anini, Koloriang and Hawai and many other places. Microwave towers have been installed in these stations for media up-gradation but commissioning is getting delayed due to delay in procurement of equipment which needs to be expedited, Rijiju said.  

BSNL has BTS towers at Mengio, Nyimte, Sarli and Kheel erected long back but equipments are yet to be installed and commissioned, he said.

While informing that many GSM BTS tower commissioned under USO project to provide mobile service to rural and remote areas are lying defunct, Rijiju requested the Telecom Minister to instruct field units to increase the uptime of these BTS.

BSNL has planned to upgrade 14-15 routes media  bandwidth up-gradation. Although towers erection works are completed in many locations, but commissioning is getting delayed for the want of M/W equipments. The procurement of M/W equipment’s may be expedited for early commission of the system, he said.  

The Union Telecom Minister was also informed about the public outcry about the poor quality of telecom service being provided by BSNL and requested him to give necessary instructions to the field units to improve the service quality.

 

 

Rain snaps colony link road

ITANAGAR, Jul 14: Rain water washed away the main culver of the road linking Pachin and SIB Colony with NH-52A yesterday morning snapping road communication to the area, informed the Councillor of Ward No 20.

The said stretch of the road has been allotted to one enterprise as per PWD, Naharlagun for concrete road construction but construction has not been started yet, the Councillor informed. Further, no culvert is approved in 2 km stretch of the road, she said and requested the PWD, Naharlagun division for inclusion of atleast 3-4 culverts for diversion of water to natural stream.

Gushing rain water frequently creates havoc at SIB colony due to lack of road side drain. Further, all roads under Ward No 20 are in deplorable condition for want of maintenance, she said, and request the department concerned to start repairing works as soon and monsoon ends.

In another release, the Councilor of Ward No 22 has informed that heavy rain has caused extensive damage to D-Sector Road and blocked all the drains and nallahs creating great problem to the public.

The councilor appealed to the authority concerned for providing fund for maintenance of the damaged roads and blocked drains at the earliest.

 

 

Pre-budget review meeting of agri & allied sector

Give preference to new beneficiaries, income-generating progs: CM

ITANAGAR, July 14: Launching of National Food Security Mission (NFSM) and Chief Minister’s Agri-mechanization Programme (CMAMP) and enhancement of farm power availability to 0.34 kW/ha led to consistent growth of 7.8 per cent in rice production over 2011-12. This was disclosed by the agriculture department during the pre-budget review and consultation meeting of the agriculture and allied sector chaired by Chief Minister Nabam Tuki in the conference hall of his official bungalow here today.

While taking stock of the implementation of state and central sponsored schemes (CSSs) for 2013-14 and identify the priority programmes for 2014-15, the CM advised to give preference to new beneficiaries against various schemes, revamping of extension services, conceptualize and introduce income generation activities with proper monitoring of outcome/impact. He strongly advocated for availing benefits of CSSs suitable for the state. Agriculture, Horticulture, AH & Dairy development Minister Chowna  Mein stressed on strict monitoring on preservation and improvement of local indigenous varieties of crop through scientific approach while introducing hybrid & high yielding varieties of crops.

In a power point presentation, the department highlighted major achievements in food and commercial crops production during 2013-14 and target for 2014-15 (up to 2016-17).

The department enlisted the quantum of state matching share for availing CSSs, priority requirements including state level agri-information hub-cum-farmers’ hostel, creation of posts for newly created district, financial support for continuing apiculture development programme were also emphasized.

Agriculture & Horticulture Commissioner Hage Khoda informed that the state plan allocation for agri & allied sectors of 7.2% of the annual state plan outlay is mandatory to be eligible for Rashtriya Krishi Vikash Yojana (RKVY).

Horticulture holds the key to the speedy socio-economic development of the state, particularly rural populace, the CM said and called for conducting a survey for identifying area-specific horticultural crops and bring awareness among the masses to take up activities accordingly. Arunachal is a god gifted land which should be utilized to benefit the masses.  

Parliamentary Secretary Horticulture Mutchu Mithi was also present.

While reviewing the 2013-14 achievements, target for 2014-15, issues & problems being faced by the fisheries department, the CM stressed on increasing revenue generation and additional resources mobilization. He emphasized to implement employment generation schemes for the educated unemployed youth, directed to submit proposal on priority for the current fiscal for consideration and assured to look into the demands.

Expressing his concern over the gradual extinction of indigenous fish species, he directed to motivate the common villagers and specially the PRI members in containing illegal/unethical fishing in our open water systems for the conservation of aqua resources.

Mein stressed on banning fishing in the water sources of Lohit and  Namsai  districts for a period of three years for multiplication of fish population and to save the endangered fishes from being extinct. He suggested revamping of all under productive Govt fish farm to productive level.

While Fisheries Parliamentary Secretary Karya Bagang stressed on to production of quality fish seeds locally.

Making special mention of the animal husbandry and veterinary department being the highest revenue earner in agri-allied sector, the CM assured to provide the state matching share for availing CSSs.

Mithun, being the pride animal of the state, the CM directed to prepare a road map for rearing of mithun and yak besides directed to immediately create mass awareness for protecting these animals attached to the tradition of the people.         

He appreciated the job mela conducted by the department and assured to provide fund soon for conducting training to the beneficiaries.

In another meeting with the land management department, the CM appreciated the efforts of the department officers for earning huge revenue of Rs 25 crore against the target to of Rs 5 crore for 2013-14.

While directing to notify all un-notified administrative towns, the CM gave a clarion call to earn higher revenue and plug all leakages for enriching the state coffer.

Joint meet discusses on wildlife conservation

PASIGHAT, Jul 14: With an objective to make the existing wildlife conservation in and around D’Ering Memorial Wildlife Sanctuary (DEWLS) more effective, the wildlife officials of the district sat in a joint meeting with the members of State Wildlife Board, Ecological Biodiversity Conservation Society (EBCS) and Eco Development Committee (EDC) and PRI leaders at Pasighat recently.

Addressing the meeting, EBCS Chairman John Apum informed that there was an increase in the movement of wild animals and birds in DEWLS in the last two years due to strict vigilance of the department officials led by their Divisional Forest Officer (DFO) Tashi Mize. He said the sanctuary is an ideal place for eco-tourism which once developed will become a tourist hotspot benefitting both the state government and the stakeholders.

He, however, lamented that some anti-social elements have been alleging the DFO of hunting wildlife in protected areas in the district. According to him, a local NGO is actively involved in making false and baseless allegation against the wildlife officials in the district, which has created strong concern among the department officials as well as the wildlife activists.

The meeting adopted resolution to hold further meeting soon to discuss the whole issue and allegation leveled against the DFO.

The meeting also discussed pros and cons of the existing wildlife conservation in DEWLS.  The wildlife officials claimed to have evolved a strategy for protection of the wild beast in the sanctuary as it has been bolstered with the free survival of many species of herbivorous and carnivorous animal species.

Officials say herds of elephant often visit this sanctuary, which is a good sign as presence of tuskers minimizes the possibility of illegal hunting and smuggling in the sanctuary.

Moreover, the recent camera trapping to this sanctuary revealed footages of wolf, hog deer, barking deer and many other wild species.

 

 

Bandh observed in protest against attack on student leader

ITANAGAR, Jul 14: The bandh called in the four Mishmi Hills districts of Dibang Valley, Lower Dibang Valley, Anjaw and Lohit including Namsai sub-division to protest against attack on student leader Unti Umbrey was observed peacefully today.

Umbrey was attacked in his rented apartment here on July 11 last allegedly by some members of a student union.

The reason for attack is still not known, however, the incident has triggered widespread protests from several student organizations and community bodies.

The bandh in the region was jointly called by All Mishmi Students Union (AMSU), All Tai Khampti Singpho Students Union (ATKSSU), All Idu Mishmi Students Union and Lower Dibang Valley District Students Union (LDVDSU).

In Lower Dibang Valley and Dibang Valley districts, the bandh was called by AIMSU and LDVDSU; in Lohit and Anjaw districts by AMSU and in Namsai Sub-Division by ATKSSU.

An AMSU activist from Tezu informed that bandh was peaceful with all business establishments and bazaar downing their shutters. Few government offices including office of the deputy commissioner remained opened though with thin attendance.

In Roing, there was no report of any untoward incidences. AIMSU leader informed that they exercised maximum restrain to let bandh pass peacefully.  All business establishments remained closed barring few government offices and schools. The bandh was also held peacefully in Anini, Hayuliang, Hawai and Namsai, informed the student leaders.

 

 

Struggle between new and old Arunachal

When Arunachal attained the statehood in the year 1987 many thoughts it would be beginning of new era of development. It was supposed to be start of new age for this land of tribal’s. Hope was generated that finally we will witness rapid development and become part of the mainstream India. However 27 years later, it seems that we have not moved forward and in-fact are going to our barbaric old days.

Social evils like fine system, revenge killing and groupism (clan, area, district or tribe wise) are back with vengeance. Especially capital city Itanagar and its adjoining districts are witnessing tremendous increase in such activities. There is constant struggle between new and old Arunachal.

Unfortunately for now it seems old Arunachal is winning the battle. Recently this journalist was at a car workshop in Itanagar and witnessed a scary incident. One young gentleman wearing modern attire and looking urbane -cool arrived carrying traditional Dao (local sword). He was creating mayhem and threatening to cut the hand of mechanic for delay in delivery of his vehicle. Anger over pathetic service is understandable but I wonder how people can justify their act of using dao and violence in today's modern age. They can drag the workshop owners to consumer court or file complaints. Now-a-days, even for minor argument or disagreement, people violently attack each other inflicting life threatening injuries. Today if two vehicles meet with an accident in any parts of capital, the first thing drivers do is, take out mobile phone and start calling his people. After sometime, gathering of people will start to exhibit show of strength and later bargaining for fine begins.

Taxi owners from other parts of state dread to enter capital city due to fear of fine system. Last year, few of my friends had hired taxi from Guwahati to travel to Itanagar. However on reaching Gohpur (Assam) driver suddenly refused to go further and returned from there. He cited fear for dreaded “fine system” as the reason. Arunachal’s image is taking severe beating as a result of this fine culture.

Itanagar and its adjoining area is witnessing increase in crime rate. One of the major problems is that our society seems to support the person with criminal background. It is matter of prestige when a member of any clan has criminal records. Such person is eulogized and given patronage by fellow clan members.  These goons become role model for youngsters and many try to emulate them.

Going by the present situation, it looks like people of this state have no love for their motherland. Rampant earth cutting near national highway which causes maximum damage to road is the best example. Citizens are least bother about damage done to road and are more worried about their own building.

Everyday media houses of Arunachal are flooded with press releases from various unions/associations/organizations etc. seeking initiation of developmental activities. Contrary to their public image, behind the curtain, these same groups create obstacle in the development process.

Numerous private companies who were interested to be part of development process in Arunachal are all backing out due to law and order problem created by various groups. An official of SRK Construction Private Limited, who was engaged in construction of Trans-Arunachal highway before it left the state and sublet the work to local company, once famously stated, “My Company have carried out construction activities in various parts of world including in deadliest African and South American countries. But we never had faced situation like we faced in Arunachal.” It is believed that due to repeated hounding by various groups, SRK left the work in between.  

If Arunachal is to develop in true sense, then people of this state have to change their attitude and be ready to welcome the developmental activities in real sense. The change has to begin from capital city. The choice is ours -- do we want Itanagar to be model city or we want it to look like any other barbaric and lawless city. Citizens need to change their attitude before it’s too late. Police and administration has limited role. It’s time we introspect. Mindless violent activities will only alienate people who come to Itanagar. In such situation both Arunachal and citizens of capital will be the loser. When countries across the world is competing to be the first to reach Mars, people of Arunachal is competing for the tag of largest clan, tribe etc.  This should stop and for that elder of society cutting across clan, tribe, religion, region etc will have to take initiative. But action should be real and not just publicity gimmick.  

 

 

Tirap boy cracks UPSC CAPF exam

Ranphoa Ngowa of Kheti village in Tirap district cracked the Central Armed Police Force [ACs] examination conducted by the UPSC this year. Ngowa was ranked 331. He has been appointed as Assistant Commandant, CAPF. In the vast desert of Tirap district’s failures, disappointments, drug abuse, insurgency problem and frustrations among the restive youth, Ngowa’s stupendous success is like discovering an oasis. His success has without an iota of doubt provided hopes and inspirations to the directionless youth of the district. A brilliant student throughout his academic career, Ranphoa Ngowa was awarded 6th sharpest mind of India by the Hindustan Unilever Limited for solving the World Largest Commercial Jigsaw in 2009. He also made a national record in Pyraminx fastest solve in 11.27 seconds during Shristi Open Rubik Cube, 2009. He was Open Rubik’s Cube Champion of IIT, New Delhi, IIT, Madras, IIT, Roorki and IIT, Kanpur in 2011. Apart from these great achievements, Ngowa bagged may first prizes in Mathematics, General Knowledge,  Talent Search Contests and won many other laurels. He is a genius. Ranphoa can recall a Day for any Date from 1600 to 2300 AD in a few seconds.

Son of Phali Ngowa, Ranphoa was born on 1st March, 1986 at nondescript Kheti village. He started his early schooling at Kheti Primary School. After passing Class-II from Kheti Primary School, Ngowa studied in many schools both inside and outside the state of Arunachal Pradesh. He had stints in VKV, Niausa, JNV, Tissa, JNV, Patehara Kalan Mirzapur, UP, JNV, Roing and passed his Class-X CBSE with 77.80% in 2003. He did his Class-XII from NEHU, Shillong. Ngowa did Diploma from NERIST in 2008 and B-Tech from the same institution. After clearing NEE-1, Ngowa joined Mechanical Engineering in NERIST for two years. He topped the Base Module among the Arunachal students of his batch of 2004. Later, he changed his branch to Computer Science and Engineering. The credit for shaping and moulding the bright career of brilliant Ranphoa Ngowa can largely be attributed to former Deputy Commissioner of Tirap district Ankur Garg, IAS topper who guided Ranphoa on how to go about in preparing for UPSC examination. I personally requested Ankur Garg while at Khonsa as DC to help Ranphoa to scale greater height in life because I saw a spark in his eyes and the willingness to travel the proverbial ‘extra mile’ to achieve something big in life. Today, by dint of his hardwork, perseverance and his inherent latent talent, Ranphoa Ngowa is right there among the shining stars of not only his fellow Arunachalees but of the whole country.

At a time when Tirap district has nothing to write home about in terms of development and individual academic achievements, Ranphoa Ngowa’s sweet success has come like a breath of fresh air. His success is bound to inspire the other youth who are always carrying bags of complaints against the government and all the establishments. They must realize that Ranphoa has emerged from Tirap district a triumphant young man against the backdrop of multifarious problems and against all odds. In fact, Tirap has always been in the news for all the wrong reasons. The youth of the district must take a leaf out of the book of Ranphoa and think that if Ngowa can do it, they too have the wherewithal to scale greater height for which they will have to work really hard. Nothing is served on a platter. Success is earned by putting in extra effort in this cut-throat world of fierce competition. The Secretary of Society for Promotion of Nocte Indigenous Culture [ SoPNIC ] Denhang Bosai  and many other organizations have congratulated Ranphoa Ngowa for bringing laurels for himself, his family and the district. May many more Ranphoas emerge from this rather backward Tirap district and give Tirap a pride of place in the state of Arunachal Pradesh. Training prog on office rules and procedure begins

ITANAGAR, July 14: Altogether 21 Ministerial staff from Arunachal Pradesh Civil Secretariat and other heads of offices are participating in the five days training programme on “Office Rules and Procedure” which started at Administrative Training Institute, Naharlagun today.

Addressing the participants in inaugural session, Md. Abdul Basit, Director (Audit & Pension) has stressed that the programme is a best opportunity for fresh appointees to equip with working knowledge as per laid down procedures and for old employees to refresh and enhance their capacities and efficiencies in dealing with various official functioning. He told that during early days of his time, employees were performing duties through constant listening from seniors without consulting Rule Book. But now situation and time has changed for which every govt. servant specially dealing hands should read rule books and apply them appropriately. Rules are changing as per demand of the time and situation. Accordingly, Govt. employees should not stick to old rules but should go for new and changed ones to update themselves.

He further informed that on attainment of full-fledged statehood, Arunachal Pradesh Govt has adopted the Central Civil Service (CCS) Rules vide Adaptation of Laws ACT,1989 ACT No.4 of 1989 which includes CCS Pay Rules, Pension Rules, Leave Rules, Treasury Rules, Medical Attendance Rules, GFR etc. He advised the participants to take full advantage of the training. He has emphasized that employees should inculcate sense of dedication, sincerity and discipline. “We are paid to work and should not compromise with our working attitude. Our mindset should always be for hard work and dedication by using modern technology available with us today”.

Earlier, Pate Marik, Director (Training) informed the gathering that the training programme under the 100 per cent Course frees sponsorship of GoI, Deptt. of Personnel & Training has aimed at imparting capacity building of laid down office rules and procedures for ministerial staff of various levels which will immensely benefit the dealing hands. He emphasized that dealing hands being custodian of all important Govt. records should compulsorily equipped with knowledge of appropriate rules to apply them on different working fields.

Pointing out the increasing number of information seekers under RTI Act, he said every govt. servant should know the working systems of a department and relevant rules and procedures to disseminate right and correct information to the public and authorities for taking right decisions.

The Programme Coordinator and Assistant Director (Training) Priscilla Tayeng  and Assistant Director (Training) Nani Khambo also spoke on the occasion.  

 

 

Developmental activities in Changlang reviewed

CHANGLANG, July 14: Changlang Deputy Commissioner Chanchal Yadav convened a coordination meeting of the Changlang North MLA Tesam Pongte, Nampong MLA Laisam Simai and all the heads of department of Changlang district at the DC’s conference hall for discussion on various developmental activities implemented by the departments in the district.

Pongte while terming the departmental heads as key persons for bringing development appealed them to extend cooperation to him to perform up to the expectation of general public in the field of development. He hoped that collectively desired goal can be attained.

While informing that his first priority sectors are education, health and communication, he assured to fight his level best to improve the prevailing situation in afore-mentioned sectors. He appealed all to spend the fund allocated purposefully and judiciously.

 It is the collective responsibility of all to bring positive changes, Simai said while asking the heads of department in the district to be proactive for the larger interest of the general public.

Stating that the working season in Changlang is very short he exhorted the HODs to be prepared accordingly to achieve the target in stipulated time. He asked them try to feel the pulse of the public and know the fact and actual demand.

Showing concern over the education and health sectors he appealed the concerned department to discharge their duties more effectively and sincerely.

Earlier, DC Chanchal Yadav hoped that the district will see a new height of development under these young leaders.

Later, a district Level Committee meeting on BADP was convened to finalize the Annual Action Plan for the financial year 2014-15.

The DC in her key note address urged the PRI representatives to place genuine and need-based proposals and said that fund will be rationally allocated to bring best out of the available fund.

While insisting the PRI members to strictly adhere to the laid down guidelines while submitting the proposals she exhorted them to select the schemes where utility is more. She urged them to choose the schemes for sustainable development and to ensure that the project is properly functioning. Thereafter, the proposed schemes were placed before the committee and discussed. DIPRO

Let us not communalize the unfortunate incident

Brutual assault on a student leader hailing from Lower Dibang Valley district recently in Itanagar has caused massive uproar. Citizens cutting across tribe and region have condemned the unfortunate incident. Violence in any form is condemnable and should be avoided at any cost.  However sad part is that Incident has taken communal colour with social networking site witnessing vitriolic attack on one particular community. It is alleged that student leader was attacked by members hailing from a particular tribe.

Such kind of hate campaign against each other in social networking site will send wrong signal about Arunachal to the rest of the world. We should not forget that these sites are accessed by people from across the world. Police should keep a watch on these sites and book case against those people who indulge in promoting hate campaign against fellow tribesmen.  While expressing opinion, people should maintain restrain and avoid giving communal overtone to such incident. Capital police should also properly investigate the case and ensure justice to the victim who received grievous life threatening injury.

A bus journey to remember

Dear Editor,

I would like to share about a traumatic travelling experience with Network AC Bus from Guwahati to Itanagar and also subsequent handling by Banderdewa Police station.

On 11/07/14, we boarded a Network night service bus bearing Registration number AR-04-2458 for Itanagar from ISBT Guwahati.

The bus reached Banderdewa next morning around 3.30 AM. After that the driver refused to drive us to Itanagar citing bad road condition of Doimukh-Harmuty even though our tickets were upto Itanagar.

After arguing with the bus staffs, I went to Banderdewa police Station Arunachal to seek help as the bus was parked near it. To my utter surprise, only one Constable was present. After he heard my story, the constable suggested me to speak to another police sitting at the entry counter of the check gate.

The police man remained casual even though i told him what happened.

After that, I along with one co- passenger, a lady advocate personally dragged two of the bus staff to police station again and insisted on the police constable to do the necessary action as the OC was not present at the station.

We filled an FIR later. As we were arguing, a bus staff revealed that since last ten days, they have been dropping people at Bandeedewa and not Itanagar because of the bad roads and that no one had protested once.

On our repeated insistence, the staffs were locked up. But without any fear or remorse, they were laughing at our situation.

Later, the bus staff hired three taxis but many passengers had already left by then.

We were more surprised when we saw buses from other services arriving at Itanagar.

Further, I would like to add that while some of us were fighting for our rights, the rest of the passengers left the bus.

I would like to also add here that Banderdewa police station, being located in sensitive place should be more equipped to deal with emergencies. A lone constable is not sufficient to take care of the station in case of emergencies.  

Therefore, I appeal to the Superintendent of police to look into the management of Banderdewa police station and also this kind of open cheating should be dealt with iron hand.

Union Budget has left an extremely bad taste in the mouth

Dear Editor,

While the Union Budget, presented by the Finance Minister of the NDA Government has proposed Rs.100 crore each for the cause of the girl child and tribal welfare, Rs.50 crore for women's safety on roads; as many as Rs.200 crore has been allocated for the "national unity" statue of Sardar Patel, a pet project of Narendra Modi when he was officiating as Gujarat Chief Minister!

A mere statue is being awarded higher pedestal than welfare of girl child, safety of vulnerable women and betterment of the lot of tribals! So, the "progressive" and "humanitarian" India accords greater sanctity and priority to mere non living objects than precious human lives!  

At first, coffers of Gujarat were being diverted towards the statue instead of utilising it better by looking after the interests of 47 percent of Gujarat children suffering from acute malnutrition and that of the hapless farmers of Saurashtra and Kutch who regularly commit suicides due to failure of crops, thanks to drastic water scarcity in the region. The pathetic record of  "developed" Gujarat in all scales and indexes of Human Development could have been bettered by meaningful utilisation of  money. And now a mammoth amount of Central fund is being diverted towards the statue project in such a country whose inhuman conditions have been blatantly exposed by the United Nations through its 'Millennium Development Goals Report 2014'! The Report states that one-third of the world's extremely poor population live in India, India remains in leading position as far as child mortality before they attain the age of 5 is concerned and 60 percent people of this "dynamic" nation have to defecate in the open! Inspite of such scandalous record in human development, Central money and that of tax payers are being wasted in building statue instead of allocating it for the uplifting of the common masses entangled in the vicious cycle of poverty, malnutrition, hunger and death! Is India indeed a civilized nation! Moreover, how can the money of Centre or that of the citizens of the whole country can be diverted for sponsoring a pet project of a particular state or leader? Since the Gujarat Government had initiated that project, then the statue should be completed through its own fund. Why will Central Government or India sponsor it? Had West Bengal Government or its counterparts in Nagaland, Tamil Nadu or Punjab initiated any pet project of Netaji, Rani Gaidinliu, S Radhakrishnan or Bhagat Singh statue; would the Central Government proposed a Himalayan amount for the concerned statues in the Union Budget? This proves that just because the Prime Minister hails from Gujarat and the Patel statue was his pet project during his reign in the state; Rs.200 crore is now being offered from Central funds. What a blatant display of naked political and provincial parochialism! Are the propagators of "Good Days" not enlightened of the fact that after assuming responsibility at the Central Government, they should remain accountable to the whole nation by rising above all regional and political affiliations?

The Union  Budget has indeed left an extremely bad taste in the mouth by witnessing supreme bias in favour of a particular state and preference for stunts of statues at the expense of human upliftment.

It is highly unfortunate that instead of solving innumerable burning problems that are plaguing the country since decades or eternity; the "apostles" of "Good Days" are concentrating all their energies, resources and time towards imposing Hindi upon this multi-lingual democratic country, erecting statues and initiating Bullet trains.

If Rs.200 crore is utilised for building a hospital or school bearing the name of Sardar Patel; not only would the cause of humanity be served, but the memory of the great leader would also be honoured in a much more meaningful way. Before allocating the mammoth amount for the statue project, the concerned mandarins should have heeded the immortal lines of that another great son of Gujarat,  the Mahatma --- "Recall the face of the weakest man whom you may have seen and ask yourself if the step you contemplate is going to be of any use to him. Will he gain anything by it? Will it restore him to a control over his own life and destiny? Will it lead to 'swaraj' for the hungry and spiritually starving millions?"

Learn from others

Dear Editor,

Hectic meetings by Chief Minister to hasten the developmental activities in the state are commendable. However, it should have happened during UPA-II tenure. It seems that after meeting PM Narendra Modi in New Delhi, he has finally woken up.

The PM is known for punctuality, strong and decisive administration. None in UPA-I & II had those characters, from where he could have learnt all these. Setting time frame for acquiring land in one, notification for quarry in 45 days and stationing of Forest Department Staff in regional office Shillong, Meghalaya and main office in New Delhi for pursuance and getting early clearance for pending Trans-Arunachal Highway (TAH), Hydro Power project is very appreciative.

NDA Government  has allocated Rs. 53,087.00Crore to North East which is 54% over and above last year’s allocation made by UPA-II to mostly Congress ruled state.

By allocating such huge amount, Centre has put the onus on state to deliver and has shown no negligence to non BJP ruled state.

If States fails to live up to expectations of common people, Congress will be decimated in same manner as in General Election-2014 in so called Congress bastion.

Earlier, perception was that Centre will treat non-BJP ruled state not at par with BJP ruled one but after presentation of the Budget 2014-15 and huge allocation to region has ended the perception wrong.

After getting sufficient fund allocation, there should be no instance of dissidence in Congress party or defecting.

Allow the CM to start delivering his promises and dreams of making Arunachal into Switzerland of India as he has started his second inning with thumping majority and following the path of our PM.  One should learn good things from others irrespective of their political affiliation. All thanks to our dynamic, energetic and decisive PM for inspiring our AP politicians.
